River City is by no means considered a big city; it has always been a small community that is still rampant with crime and poverty. However, the way River City functions is not quite what you would expect from a conventional city. Since the fall of A.N.G.E.L., IT Manager and Engineering Coordinator Matthew Aiden fled back to his hometown to find that its infrastructure had devolved to violent anarchy.
Well, River City was heavily reliant on A.N.G.E.L. for protection, trade, finance and technology. One could say that the organization was the city's saving grace from a social and economic downfall, however socialist the ideals may have been. It prospered well and did not fall to corruption with the consistent partnership it shared with the pharma-militaristic organization, when it started back in 1999 and continued through to, well, the downfall in the 2030's.
During those decades, River City became a more tech-centric city, utilizing computers and advanced technology into its society and its everyday functions. Computers became the norm, and the city became the primary testing grounds for AI control. By 2015, AI controlled nearly every aspect of River City life, becoming the first city in Massachusetts to successfully undergo a paradigm shift.
By the time A.N.G.E.L. fell, Matthew Aiden recognized this as a sign of troubling times for the city, and rushed to its aforementioned decline into violence and crime. Being highly skilled in coding and networking, Dr. Aiden felt the only other option he had on hand was to link up with the city's central AI network and upload his consciousness into the city's mainframe. He essentially became the city's new leader with the upload, and began desperately cleaning up the mess created by society.
In turn, his consciousness became corrupt--oh, the irony. River City is run, no, ruled with an iron brain. Curfews are in place for all beings human and supernatural, strict laws are enforced and even a dress code is required. All for the sake of trying to rebuild...
As for namesake, River City's next-gen technology is powered by the underground Taunton River, formerly known as the Toxic Taunton. The AI's in place have managed to clean the pollution right out of the water, although where the pollutants have gone is unknown. Some state the pollutants are converted into a fuel source for the citizens to freely use, while others say maybe they have been materialized in another city, or even another part of the world. Despite outrageous claims, River City has seen the cleanest waters in decades, and even the cleanest streets in recent years. Maybe a dictatorship for the city isn't so bad?
