When the prisons began to swell with wave upon wave of criminaks, the cells quickly became cluttered. Five inmates per tiny cell, no personal space or ability to move, of course the prison was like a timed nuke counting down to eventual meltdown. Even lunchtime was crowded, and on top of that, more correctional officers were hired. In turn, more tax money was funneled into single establishment facilities. There had to be a way to confine prisoners to a solitary cell, cut down on needless State spending, keep everyone employed and not have to shut down brick and mortar facilities.

Joking aside, this prison was a project carefully funded and staffed by United Commonwealth leader Nathan Marshall. Dug deep into the northmost wall of the valley, dangerously close to the magma sea, the new Penitentiary served as a step up from your normal maximum security prison. Inmates who were considered too dangerous to house in the building facilities were quickly moved to the new settlement ten years after its initial planning and construction. The new prison is about half a mile deep underground--which is roughly as deep as the Ioron Forge itself--and sprawls throughout the subterranean depths in a complex network of concrete corridors, staircases, and one-man cells for solitary confinement. The latest cutting edge technology is used to drive home its intended purpose: maximum security. Along with it is an emerging new type of electromagnetic field tuned to shut off or even outright destroy any foreign technology brought into the mineshaft-like facility. It is all over the prison, and only the approved Commonwealth technology is allowed inside the premises.
Although built with the ultimate form of punishment in mind, there is stil the safety of the correctional officers to consider. Besides the obvious lava ocean the front door for employees overlooks, there is also the matter of constantly sealing up ruptured lava tubes, monitoring inmate violence against officers and vice versa, among various other dangers. All are documented and submitted back to Commonwealth HQ in good ol' Boston.
There are a number of entry ways for security and employees to access along the wall, though some doors are elevators that descend to the main facility and others lead to simple break rooms, office complexes and security monitor rooms. This end of the Ioron Forhe is constantly under heavy surveillance, and is even fenced off from public access. The only way you're coming here is either by invite (next to impossible) or committing a serious crime.
